Alexandru is currently serving as the Associate Director for Project Implementation Advisory at the EBRD’s Belgrade Hub. In this strategic role, he oversees project delivery across the Western Balkans, Romania, and Bulgaria.

He joined the EBRD in 2013 at the London headquarters as a Procurement Specialist. During his tenure with the Municipal and Environmental Infrastructure team, he was instrumental in managing procurement operations for the EU and Western Balkan regions.

With over two decades of experience in international development and public finance, Mr. Stoea’s career prior to the EBRD includes:

  • Consulting (10 Years): A decade as a Procurement Consultant for premier international development partners, including the World Bank, UN, EU, and the Millennium Challenge Corporation. His work spanned diverse global markets across Africa, Asia, and the Western Balkans.
  • Public Administration (5 Years): Five years with the Romanian Central Finance and Contract Unit, where he specialized in the administration of EU Accession Funds.

Through this extensive background, he has developed a deep expertise in navigating complex regulatory environments and driving impactful infrastructure projects in emerging markets.

Jens has over twenty years’ experience advising on international construction and contract law for large-scale energy and infrastructure projects, with a particular focus on nuclear new-build and major EPC programmes.

Based in Paris, he is a partner at COMINDIS, where his practice focuses on contract strategy, project execution, risk allocation and the management of high-value project issues. Jens previously served for many years as General Counsel within the AREVA Group, advising on large nuclear projects, supply and cooperation agreements, and international arbitration proceedings.

He has acted as lead counsel on a number of landmark projects, including more than sixteen years advising on the OL3 EPR nuclear project in Finland, as well as on other nuclear, renewable energy and infrastructure developments. His experience spans EPC, FIDIC, NEC and bespoke contract structures, as well as claims, adjudication and dispute avoidance mechanisms. Jens also lectures on dispute resolution and contract management at Université Paris II Panthéon-Assas.

Živa is a Managing Counsel of the ICC International Court of Arbitration, and as part of her wide range of activities she oversees and coordinates the work of 13 case management teams in ICC: 8 in Paris, and 1 in each of New York, Hong Kong, São Paulo, Singapore and Abu Dhabi.

She reviews awards submitted for the ICC Court’s scrutiny as well as appointments and other decisions taken by the ICC Court and provides guidance to the teams in their daily case management.

In addition, as part of the leadership team at the ICC Secretariat, she shapes the Court’s practice and policy, and leads different projects related to the Court’s work. Živa is a qualified Slovenian lawyer and she holds an LLM in International Business and Commercial Law from King’s College London.

He specialises, through his experience as a Chartered Construction Manager and Civil Engineer, in construction process and planning (including delay analysis and productivity disruption), standards of work and defects and, through his experience as a Chartered Quantity Surveyor and Civil Engineering Surveyor, in quantum (measurement and valuation) on construction and engineering projects.

He is a Past Chairman of the CIArb Scottish Branch and a former Education Convenor, an examiner for the Institute of Civil Engineers’ Adjudicators’ Qualifying Exam, and external examiner for the LLM Construction Law and Arbitration course (Robert Gordon University).
